Three Questions Every Retail CTO Should Answer by Q3 2026
I spend most of my working hours inside a retail-data platform that serves one of the world's largest grocers and 25-odd tier-1 retailer partnerships globally. Before this I ran the engineering org behind Fulfilled-by-Maersk: 200-plus engineers, $200M portfolio, 130 countries. In both jobs the same thing keeps happening. The decisions that move EBITDA happen at a speed and volume dashboards can't govern. Retail hit that wall around 2024. Most companies are still standing in front of it.
Since late 2025 I've been working through a sector thesis I call "Retail Data as an AI Platform." Short version: the next decile of gross margin sits behind governed agentic decisioning, not behind another reporting layer. Three questions fall out of that thesis. I'd want a Board to ask me these. I'd also push any engineering org to answer them before committing capital to a platform rebuild.
1. What percentage of your EBITDA-sensitive decisions are being made by governed systems versus humans with dashboards?
Most retail CTOs I talk to can tell you how many models they have in production. Fewer can tell you which of those models make decisions that touch margin. Fewer still can quantify what share of those decisions are governed end to end versus teed up on a screen for a human to click "approve."
Dashboards were the right answer in 2018. Stock allocation, promotional targeting, media-mix attribution, all got better when analysts could see what was happening. But seeing is not deciding. By 2026 the volume of EBITDA-sensitive decisions in a mid-to-large retailer outpaces what any analyst team can process in the window where the decision still has value. A markdown decision that takes four hours to approve fires late and recovers less margin.
If your number is low, say under 15% of material decisions governed by systems, and the 18-month roadmap doesn't move it, the dashboard ceiling is already costing you. The Gartner 2026 CIO Agenda calls this the shift from "insight delivery" to "decision delivery." I'd put it more plainly: if humans are still the bottleneck on decisions a governed system could make faster and audit better, the data platform is expensive furniture.
2. If a regulator walked in tomorrow and asked to audit a single automated decision, could you reconstruct it end to end in under an hour?
This used to be a hypothetical. The EU AI Act's Article 14 human-oversight requirements for high-risk decisioning came into force through 2025-26. By Q2 2026 they're concrete enough to architect against. The UK AI Cyber Security Code of Practice (2024) sets the cyber floor. UK GDPR reads differently once automated decisioning is in play. Add DORA for financial services, NIS2 for EU critical infrastructure.
The real question isn't whether you'll be audited. It's whether you survive it without embarrassment. Reconstructing a decision means showing the data that fed it, the model version that scored it, the context window that shaped it, the autonomy budget that permitted it, and the human review step that either happened or was waived by policy. If that chain doesn't exist as infrastructure, if it takes three engineers and a weekend to piece together, then every new automated decision you ship widens the regulatory surface without a corresponding control. The exposure compounds quietly.
Thoughtworks Technology Radar Vol. 33 (November 2025) promoted context engineering over prompt engineering. One practical consequence: a properly instrumented context pipeline gives you decision lineage almost for free. Without it, you're bolting audit onto a system that was never designed to be audited. That retrofit is expensive and brittle. Build the lineage at the platform layer now, while the architecture still allows it.
3. What is the unit economics of a single governed decision, compute, data retrieval, model call, human review, and how does that number trend against the EBITDA the decision produces?
This is where platform meets experiment. I can run a hundred ML models in production and still have no idea whether the marginal decision they produce costs more than it's worth. Compute is a line item. Data retrieval from a knowledge graph has a cost. The model call has a cost. Human review has a cost. Add them up. Divide by governed decisions shipped. Compare to the EBITDA those decisions generated or protected.
If you can't do that arithmetic today, you're running AI experiments with production data, not a platform. The difference shows up when the CFO asks where the return is. PE-backed retail platforms are pricing their next rounds on agentic decisioning capability, not feature count. The ones with per-decision unit economics get funded at a premium. The rest get funded at a discount, or don't.
FinOps for AI decisioning is still immature, tooling lags cloud FinOps by roughly three years. But the discipline of measuring per-decision cost is available now: GPU spend guardrails, pre-deployment cost gates, retrieval cost budgets. None of it requires new science. It requires caring about the number.
So
If you can answer all three in writing by Q3 2026, you're ahead of most retail-data organisations I've seen. Answer them with numbers and you're ahead of nearly all. The retailers who get this right in 2026-27 will still be leading in 2030. The ones who treat AI as a feature will spend the same capital and finish behind on EBITDA.
